Subject: [PATCH] Update repo.json

Updates AltStore source to 1.3.1. In the future, I think it would be helpful to have a self-updating json as a GitHub action like how LiveContainer does (https://github.com/LiveContainer/LiveContainer/blob/main/update_json.py), but I don't really have the expertise myself to do it.
